The present article offers an extensive review of the scientific literature, clarifying the conceptual framework of the notion of absorptive capacity at the macro level. The study of Bulgaria's absorptive capacity in terms of research and development aims to highlight the national strategic goals set for R&D and the extent to which they have been achieved during the examined period. It explores the priorities of European policy in the field of science and innovation and how Bulgaria can benefit from the current multiannual financial framework. All these issues are directly related to the country's current absorptive capacity and the opportunities for its enhancement, transforming Bulgaria into an attractive location for high-tech transnational corporations (TNCs) and TNCs whose activities generate high added value.

The article offers a short overview of both the current state of the Cultural and Creative Industries in Bulgaria and the provision of education in them through the prism of publicly available statistics, and shares the opinion of experts on the topic about their present and future. In general, the data reveal that although it reports a boom in added value for the local economy, especially in the last decade, the sector suffers from the lack of a governmental strategy and even basic interinstitutional coordination, local units support (especially important for projects in cultural tourism), properly educated and prepared personnel, which can only suggest a slowdown in positive trends in the future. The non-governmental sector remains the only one that takes the topic seriously and tries to provoke adequate policies, although not for all sectors under the umbrella of the CCIs.

  This study examines the diverse activities of the Svishtov City Council's activities during a short, but significant, period that played an important role in the history of the city. This study examines the diverse activities of the Svishtov City Council's activities during a short, but significant, period that played an important role in the history of the city. The research is based mainly on previously unused archival documents. It is proven that the first mayor of Svishtov was Yani D. Stanchov, and not Dimitar G. Anev, as previously believed. The enormous work of the two councils headed by Stanchov (July-December 1877) and Anev (December 1877-December 1878) in fulfilling the assigned powers, and specific tasks appointed by Russian officials are revealed. Activities related to the preservation and sale of movable property abandoned by the Turks, leasing of real estate, school and sanitation measures, as well as public works activities, are monitored in detail. Issues related to accommodation for sick and wounded soldiers in the city, providing accommodation for military, civilian and medical personnel are highlighted.
